I was recently on Nikon's web site and i saw their new Nikon Monarch Gold 2.5-10x50mm (30mm) #4 German reticle scope.  reticle is in 2nd image plane.   Any thoughts on this scope?  It also has side focus parralex adjustment.  How does this scope compare to European Models?

The Gold is a very nice scope in it's own right. Basically a Monarch with a 30mm tube.

It's not a S&B, a German Zeiss, or a Swaro, IMO.

But, it's also half the price of those Euro's.

The Nikon Monarch Gold is a good scope for a tactical style rifle. The 30mm tube and side focus are the major differences between the Gold and the regular Monarch. Like cheaptrick said it is not as good as the Euros but it does the job, and it costs considerably less money.
