As far a tactical scopes in the under $400 range that are reliable I would recommend the 10x Super Sniper preferably the side focus model.  10x is workable hunting 16x will make life more challenging unless you are hunting from a still position, I have a 10x and a 20x and the 20x goes grey as the light gets dim but it will still work through the legal shooting hours. The other option is Leupold 3-9x 40 Mark 4 PR duplex at $399  ( so so glass reliable adjustments). From there if you go up in price the next step up is IOR 6x42 Tactical with MP8 reticle fine glass  a true pro scope. Next step up in price takes you to Sample List for a Nikon Tactical  that is used. Other than that I would say that yes the 4.5-14 leupold Mark 4 long range tactical is the right scope but you cant get there for $400. 

My suggestion is find the money and buy one of the Nikon Tacticals off Samplelist.
