I was set to buy a 3.5 x 10 x 40  VX III with the custom dials but found Nikons spot on website. With all the info available I believe I could be happy with a 2.5 x 10 x 42 Monarch with the BDC. My question is which is the better scope. I want the one with the best glass but I also want it to be durable. It will be on a 7-08 used to deer hunt early and late with shots ranging from 50 to 400 yards.

If possible try and compare the two side by side.  What works for one persons eye my look different to somebody elses.  If you haven't done so you can try doing a search.  I'm sure there are many opinions/comments on this comparision.
I don't have a Leupold VX-III but I do have Leupold models VARI-XIII (3.5-10x40) & VX-3 (8.5-25x50), along with Nikon Monarch (6-24x50).  For brightnesss the Monarch fits in beween the two.  For resolution from edge-to-edge the VX-3 really out shines the Nikon on the high end of the magnification.  The 3.5-10x40 is sjarp thru the whole zoome range.
This didn't really answer your question but I hope it hepls,
