Does anyone manufacture true 1913 Mil Spec scope rings for a moderate (under $50) price? I wish to avoid the loose fitting “Weaver-type” rings made these days. Thanks…

You might want to try TPS systems, they make rings for both Weaver and Pic style bases.

Warne rings are steel and seem to be good quality. Burris also makes some that might work for you.

I'm a big fan of TPS, I have five sets (I miscounted last time when I said 6 b/c one of them are Mk4's) plus they support our troops by offering a great deal for deployers.  Best place I've bought them is Brownells with the LE Armorer/Gunsmith discount.

IMHO TPS are some of the best rings and bases out there. I dropped my muzzleloader out of a tree
stand last deer season, with the TPS rings, I DID NOT LOSE ZERO. To me, that speaks louder than
words. Badger is also good, but WAY OVERPRICED for what you get. TPS has tighter tolerances, just as
good, if not better, and a better value for the buck.
