A friend is a mauser nut.  He's got a whole regimenet of the things and is trying to put a scope on one of them.  As I understand it, the location of the ejection port requires the mounting hardware to be sort of offset.  I saw a similar lashup on a 7.62X54R snipe rifle (with a very primitive scope).

He told me that it will require a "scout scope" because of the necessary eye relief.   He mentioned a Monarch and an FX2 as fitting the bill.  Both are in the 2.5X territory.  What mounts should he use?  And, is there any real advantage to either scope all things considered?  Price?  Optical quality?  Ruggedness?  And are there any others that will also work in this application?

Hi Jack, welecome to OT. His problem with any 9X mauser (94,95,96.98 etc.) is not the port but the bolt handle and safety. B Square make a mount that replaces the rear sight part that you sight over (no drill) that you can mount a light weight pistol or scout scope on. I have a Serbian (Mitchell) 98 8x57 with that mount and a 2.5x leupold pistol scope. It works fine with no alteration to the rifle other than leaving the upper handguard off. Keep the mount screws tight and don't expect it to be rugged as a conventional mounting system. With this rig my Serb will shoot 5 S&B factory softpoint into 1.75" @ 100 which is better than a lot of expensive guns will do.

Or you could use slightly higher mounts to clear the safety(you could also file down the safety to make it shorter) and bend the bolt handle if it isn't bent already. As rootmanslim mentioned the ejection port isn't a problem.
