I have new .223 and I am looking for optic under 400$, I need to shoot in low light, in short range and over 300yd range. I know those needs are almoust incompatibles but anyway I need something to shoot with, can you help me with advice?

Bushnell 4200 1.25-4x would be good.  http://www.swfa.com/pc-13201-185-bushnell-125-4x24-elite-4200-rifle-scope.aspx

Or the sightron 1.25-5x would be good as well.  http://www.swfa.com/pc-10609-1511-new-sightron-125-5x20-sii-big-sky-riflescope.aspx

Those will both have pretty decent glass, probably about the best you will get for under $400.

20 and 24 mm lens - aren't they for day hunthing?

It has a lot to do with the exit pupil of the scope.  http://www.opticstalk.com/forum_posts.asp?TID=5027  Take a look at this for exit pupil.  The Bushnell even on 4x will have 6mm of exit pupil which will be enough to still see well in low light.

Or you could go with a 3-9x42mm in either brand.  I have a couple of the bushnell 4200 3-9x42 scopes.  They are very good scopes, I have scopes that are better in low light, but they also cost a whole lot more than $400.
