Any one know the weight difference between 1" leupold STD bases/rings and 1" talley super lows? I know the talleys are lighter but, half/two thirds/ ???

Dont' remember the exact weights but the Talley's were 1/2 the weight of the Leupys when I checked.  You are talking about the Talley light weights right?

Weight aside, I'd definately go with the Talley's just due to their superior design. The Leupold standard rings are one of the weaker designs available, the rear base and ring really doesn't do anything as far as holding the scope in place during recoil, the front base and ring does all the work.

I agree with the strength.  I have broke the Leupold rings before.  I now have Talley lightweights on my 7 lb 300wsm and my 45-70 and they have held up very well.  The 45-70 broke a Leupold standard ring.

Where do the rings break at? What in their design would cause so much strain for a solid steel ring to break?
