Ok, i'm in the very early stages of planning a hunt out west and was wondering:

What states are draw only for tags/licenses and which ones are guaranteed/over the counter type situations? From what i can tell states like Montana, Wyoming, partially Colorado are draw type for non residents for deer/elk. It's a confusing trying to keep all the preference points and deadlines in order. I'm guessing if you don't get drawn the state refunds you the money you spent to enter a drawing.

Colorado isn't draw only.  I will be there the next 2 weeks, in fact, buying my tag when I get there.   It has some areas that are draw only, but for most of the state, you can buy bull elk tags over the counter if you are hunting on public land (BLM, National Forest).  Cow elk and mule deer tags are first come, first served with a set number of tags available, so you should buy them online ahead of time for the unit you plan to hunt. 
 
Some states refund your entry money, some don't.  The various states are all over the map on their requirements and those requirements are subject to change from year to year, so you must check with each state's game depts for specific regs and requirements.

Don't some of the guided hunts/outfitters include your tag needed for that hunt?  May wanna check into that as well.

Awesome, thanks for the insight. I'm thinking that may be an option. I'd love to get an OT trip planned with some of you guys down the road if people would be down for it. Even if it was just on public land where we guided ourselves!

On those mule deer tags...are they first come first serve for antlered as well?

The way it works in Colorado is they have a set number of licenses for each unit and species, except bull elk, which I'll explain later.  They sell a certain number of tags for each species for draw-only units.  Then, whatever licenses are left over from the draws are sold first-come, first-served online and over the counter for everything besides bull elk and maybe something else I'm not aware of, which includes both antlered and antlerless deer and cow elk.  Those are listed under the "leftover tags" section of the Colorado DOW website.  If you apply for a draw hunt and don't get drawn, you get a preference point.  The more preference points you accumulate, the more likely you'll be drawn later.  I believe CO refunds all but your application fee when you enter a draw and are not selected, but I'm not certain of that.
 
There are unlimited bull elk tags for sale over the counter in CO.  Again, there may be unlimited over the counter tags for something else as well, but I'm not aware of it.  You used to be able to buy over the counter tags for antlered deer too, but that hasn't been the case for the past few years.  So, if you want to hunt in CO but you don't get drawn for a certain tag or area and they are sold out of leftover tags for a given species and unit, you can still go and always buy a bull elk tag over the counter when you get there.  That is what I'm doing, and since I've always bought over the counter tags, I'm not totally up on all the changing rules and regs.

I have a friend who lives outside of Denver, so I meet up with him.  Usually 2, sometimes 3 other buddies go with me.  This year, there will be 5 of us in camp, 2 of whom are just going to enjoy the mountains but won't be hunting.
 
I generally go elk hunting every other year.  The rest of the time, I'm pretty much deer hunting every weekend during the fall.
