Anyway, I just spotted a great deal on a Leupold Mark 4 2.5-8x36 w/ mil dot reticle.  Would this be better glass than the Zeiss Conquest 3-9x40?  Thanks.

No it would not have near as good of glass as the conquest.  If you are learning to a tactical scope now get the SWFS SS 3-9x42.  It will run circles around that Leupold.

That's what I thought.  I can't seem to find anyone who has the Burris P.E.P.R. 1" in tock anywhere.  Any suggestions?

I dont' know anythign in the price range of the PEPR that compares.... a set of high rings would be another option.  Let me check something i may have a spare 1" PEPR i can sell you.  PM to come

The new Leica riflescopes have 4" of eye relief through out the power range... and fantastic clarity and low sight capabilities according to John Barsness test report on them.
