Here are some Leupold specs (ALL in inch pounds!):

    MK IV rings =  65
    windage srews = 42
    Rifleman ring keeper = 14 (+ or - 2)
    base screws = 15 max
    8/40 ring screws = 20 max
torx screws: (type in "torx screw torque specs" and go to #9)

Is it a good idea to use lock tight on the windage screws?

I only use loctite on the bases, I'm not likely to ever change the bases on a gun, but I have been known to play ring around the rosy with scopes and rings.

When I use to use the windage adjustable base I never used it as such.  I would center the scope in the base, alternately adjust each screw until they were equal on each side, apply RED Loctite to ONE side, then TIGHTEN the other. Never had a problem but guess could have if I would have ran into a rifle where the base screws didn't align closely with the bore center.
