Kowa vs Nikon

I am searching a range only spotter that will easily resolve 223 holes at 100 yards, with occasional 200 yard use.
I realize there are many that can do that, but as always there are extra considerations. Firstly I will not purchase a scope that was manufactured in China (personal preference). Secondly, I want good enough eye relief that shooting glasses can be worn. Thirdly I don't want to spend over $400.
The eye relief issue seems to have knocked out the Bushnell/B&L Elite series. What I seem to be left with is a used Kowa or Nikon Fieldscope in the 60mm range, although the eye relief on the Nikon may be a bit suspect.
Any thoughts, suggestions, or rude noises?
