I'm reviving a J.C. Higgins Model 30, .22 semi-automatic.  I believe it was manufactured by High Standard around 1954.  It has a grooved receiver that evidently pre-dates what is now considered standard for a tip-off mount.  It's just a bit narrower, enough so the 3/8" Leupold vertical split  rings I'd hoped would fit, don't. Does anyone have any suggestions?

Dad had an old J.C. Higgins .22 LR with a scope on it, but I don't recall much about it other than the fact he replaced the broke wire reticle with my sister's hair. That little rifle was deadly accurate.

Those rings are cheap enough to fool with. I'd try screwing them together all the way with no scope in and seeing if I could bend them at the bottom with some pliers or a vice. Tape the rings to prevent marring. I would also try leaving a larger gap at the top and none at the bottom when tightening them on the scope.

The Split style, once called the European Style, are designed initially for the 11mm rail. Not much difference than the slightly narrower 3/8 rail.
On the split rings you will want to tighten the bottom screws first. Attaching the ring to the rail before  you tighten the top. If tightening the top screws first the base may not tighten up enough to grip because of the scope diameter. This could damage a scope if over tightened because more torque is required on the bottom screws.
If this does not fix the issue. Then try a set of the  Weaver Sure Grip Detachable rings. They have a screw clamp. The clamp has space to adjust tighter than the split ring style of rings. Hope this helps.
