I am looking at a set of Burris Signature Airgun rings to go on a 11mm grooved receiver.

The SWFA site specifically says:
Rimfires (Most .22's with 3/8 grooved receiver except Anschutz .22, Browning T-Bolt, Kimber 82, Weatherby XXII, and Sako 78)
All the guns listed there have 11mm grooves.

Competitor site says:
SPECS: Steel, polished (PB) or matte blue (MB). High .793" (20.1mm). Fits both nominal 3⁄8", .22 and 11mm airgun dovetails. 
 

Which one is correct? Whacko

3/8 is 11mm or very close to it.  That is why it says it fits both 3/8 and 11mm.

Both appear to be correct call SWFA and tell them what you have and what you want to attach to it and let their customer service people get the right parts for you.

3/8 & 11mm are close but not all rings fit both. 3/8 = .375" and 11mm = .431". I have no clue about Burris but I'd call them directly.

 I think the issue in some of these cases is one of receiver clearance rather than dovetail spacing/width or clamp width. If you look at the threaded stud that the clamp fits over, you'll notice that it is of adequate length to allow a fairly great latitude in groove width with plenty of thread length for the clamp nut. But there isn't a lot of room for the top of the receiver radius to clear the bottom of the rings. In other words, as you lower the rings onto the receiver, the bottom centers of the rings might contact the top of the receiver before the clamp and its' opposing hook are low enough to engage the grooves themselves. If your rifle is flat on top between the grooves, it will probably work fine.
 If it is high and rounded, perhaps not...
