 I just received an IOR 4-14X50 Tactical and am surprised that the "photo engraved" reticle (MP-8) reflects like a brass wire reticle. Is this normal for an etched/engraved reticle?

YES!  Many, if not most etched reticles will reflect just like a wire reticle when light hits it at the right angle.  After the glass is chemically etched, the reticle pattern is filled with a chrome material that appears black when light is predominantly entering the scope through the objective lens, but will look metallic when a strong light source shines into the ocular end of the scope.  I have etched reticle scopes from Zeiss, S&B, Swarovski, Nightforce, and IOR, and all of them will look silver/ copper under certain lighting conditions.  Nothing to be concerned about.

 Actually it can be beneficial against a black target.

Yes, even etched reticles can be reflective and turn colors to varying degrees.  The IOR (SFP only) reticles do this quite a bit and it makes them more difficult for me to see under many light conditions, especially low light conditions.

Like many brands, their FFP reticles don't suffer this effect and are much easier to see during these conditions.
