Pennsylvania: Bird Shoot Ban to be Heard Tomorrow!

Please Contact the Members of the Senate Judiciary Committee!

As was similarly proposed last session, State Senator Patrick Brown (R-16) is once again leading the charge for “animal rights” extremists in Pennsylvania . 

Senator Brown has filed an amendment to House Bill 39, which will be heard tomorrow, Tuesday, July 14, in the Senate Judiciary Committee.  Simply put, this legislation would criminalize and ban organized bird shoots in Pennsylvania by amending Title 18 ("Crimes and Offenses") of the Pennsylvania Consolidated Statutes.

Bird shooting is an historic and legitimate activity steeped in tradition with many participants throughout the Commonwealth and around the world.  For over one hundred years, shoots have been held in Pennsylvania by law-abiding, ethical shooting enthusiasts, hunters, and sportsmen who would not tolerate an activity that would constitute cruelty to animals. 
 
National "animal rights" extremist groups, led by the Humane Society of the United States (HSUS), have organized and funded efforts in Pennsylvania and around the country to ban this longstanding traditional shooting sport.  Make no mistake; this isn't just about banning bird shooting, but banning all hunting species by species.

This was aimed at stopping the traditional annual pigeon and dove shoots.  Also, would stop the periodic lottery based thinning hunts of resident flocks of Canadian Geese whose population explosions are polluting the drinking reservoirs.

As always, the Pennsylvania Firearm Owners Association only sends emails when it is important, and this is one of those times.

Senators John Thune and David Vitter have offered their bill, S. 845, Respecting States Rights and Concealed Carry Reciprocity Act of 2009 as Amendment #1618 to the National Defense Authorization bill - S. 1390. This amendment would establish concealed carry reciprocity throughout the states.

The Thune/Vitter legislation would protect the right of any U.S. citizen to carry out of state (regardless of whether he possesses a permit), as long as they are authorized to carry in their home state. Law enforcement officers also benefit because they will be able to carry their firearms throughout the United States without waiting, like they have been in Pennsylvania and other states, for petty bureaucrats to pass the necessary regulations.

This is a REAL reciprocity provision which grants citizens the "full faith and credit" protection that is guaranteed in Article IV of the United States Constitution.

If you feel strongly that you should have the right to defend yourself and your family wherever you travel in the United States we encourage you to:

***** CALL AND E-MAIL BOTH Senator Arlen Specter and Senator Robert Casey urging them to:
1) Vote YES on the Thune/Vitter concealed carry reciprocity amendment #1618 that will be offered to the Department of Defense authorization bill and
2) Vote NO on any modifying amendments.

Suggested verbiage: A person's right to defend himself and his family should not end at the border of his state. Please support the Thune/Vitter amendment (#1618 to S.1390 [i.e. S845]) to the Department of Defense authorization bill. This amendment will protect the right of citizens to carry firearms outside of their home state without violating the sovereignty of the other states. Thus, the reciprocity language masterfully protects the principle of federalism while also promoting Second Amendment rights.
