Gabe,

Some suggestions on scope selection would be something in the 3x-9x, 4.5-14x range for a variable power scope or 6x for a fixed power scope. You say you want a "new" scope but if you want to get a better quality scope and still be in your price range you may want to check out the Sample List. The list of Nikon factory refurbs has a good selection right now. I picked up a Monarch 2-7x32 off the Sample List recently for $170.00 and nobody can tell that it is not factory new. If you are set on a brand new scope in your price range I would look at the following:

Weaver Classic V-9 or V10 or K6.

Bushnell 3200 3-9x40 or 10x40

Burris Fullfield II 3-9x40

Nikon Buckmaster 3-9x40

Any of the above should serve Dad just fine. I have 2 Weaver Classics (V3 & V7) that have been problem free and the optics are very good, as good as anyone would reasonable need. If it were my $200 I'd pick up a Weaver and go buy a few boxes of ammo for Dad with the left over cash.
