I'm looking at the Simmons 44 Mag 6.5-20x44  Illuminated Mil-Dot & non illuminated version and the Weaver Classic V 4-16x42  Varmint Plex. How is the illuminated reticle powered? Which do you think is the better scope? I'll do some target and some varmint shooting. I realize it's only a .22, and these scopes are more than you need for a .22 but as I get older the more magnification I seem to need. Better to have it and not need it. And I may swap the scope over to a .223 rifle a little later on. Thanks for any input.

The illuminated reticle is battery powered.  The mil dot is designed for range finding at long ranges...much further than a rim fire can shoot.  You can however use the dots on the six o'clock post as hold overs if you wish.  The Weaver is a better scope optically and mechanically and the Varminter reticle is more suited for target shooting with a rim fire.  It is not uncommon at all to put a high powered scope on a rim fire or air gun.
