I am about to buy a new scope for my AR. I am debating on a Leupold VX-R in 1.25-4 or a Vortex PST in 1-4.

I'm big on glass quality. I need to have clear, crisp glass. I have had a Leupold Mark AR and I loved the glass on it. Currently I have a Vortex Viper 6.5-20x44 and I am not impressed. I have heard the glass in the PST is much better but I have not had the opportunity to look through one. I do like the PST reticle better as well.

What do you guys think?

I can't comment on either scope, have never used them.  However, don't everlook the SS 1-4 and if you can wait a bit longer, the SS 1-6 that is coming soon.  Both have matching Mil/Mil turrets, illumination and are FFP (front focal plane).  The glass in either of these would be a big step up IMHO.
 
With the FFP it's almost like having two scopes in one.  On 1 power it would be more like a red dot, when you zoom to higher power the reticle gets bigger and more useful.

If glass qaulity is your main concern i would also look at the ss 1-4x. It is a bery noticable upgrade over the pst.

I have looked into the SS line but I get certain, healthy discounts at work from these two brands. I am definitely set on one of these two. 

So, out of these two, is there any one who has had/looked through both of them?

If it were me, I would utilize the true 1X over 1.25X.
 
This is going to make it easier for rapid target acquisition, you will not have the eye fatigue that you would have with something that has slight magnification.

Is the Vortex a true 1x though? I have been told as far as being 1 power the vortex is closer to 1.25 just like the Leupold.

It is a true 1X.
 
I am not sure where you recieved your information, but the Razor and the PST both have true 1X.

Awesome. It's just something I was told by a friend of mine I work with. We don't carry the PST's at work but I am allowed to order one if I want to buy it.

I have the Leupold Var-X III 1.5-5x20 mounted on a BLR in 308 and have the PST 1-4x mounted on my AR.  I'd give the nod to the Leupold on glass quality, but not sure what the difference is between the Var-X III and VX-R line.
 
PST's sweet spot is as a CQB/short range precision fires.  Depending on the target, it is not as effective out to medium ranges (200-300 meters) as the Leupold is.
