On a scope with 1/8" adjustments (Bushnell 6-24X40 SF 4200 Elite.) Tried it 3rd time out and still the same: can shoot 1/2" group, move 1 click in elevation, and group will consistantly move almost an inch that way. Have ruled out vertical stringing from barrel temp.; windage seems to be a little excessive per click, but nothing like the elevation. Always cautious, FWIW I still managed to overtighten the rings to the point where the SF wouldn't turn when scope was first mounted; would this result in a possible turret problem? Doesn't seem like it could, but am not up on side-focus mechanicals yet. If I'm missing something obvious, someone please advise - I really don't want to deal with Bushnell's notorious CS, especially on a scope they no longer produce.

See if it does it every time, If you can get to 500 yds in about 10 clicks (normally almost a complete turn with a regular scope) or 1000 yds in 30 clicks almost 3 turns and out of the range of most scopes count yourself lucky. The scope would make a great tactical scope and you wouldn't need a moa rail.
Just kiddin-- but over tightening will bind the erector and hold the SF. It sounds like the elevation turret needs to be replaced.

You can bind the ewrector adjustments with overtightened rings. Move the rings away from the turrets if possible.
I'm assuming this is at 100yds? Obviously if you're at 800yds, 1" POI change would be exactly right for the adjustments.
FWIW, also remember that you're grouping around 1/2" or so. 1/8 MOA or IPHY adjustments are not going to be very noticeable at 100yds until you make 3 clicks or so of adjustment.

Yes, this is @ 100 yds. I do have the rear Talley Lightweight ring "facing" the turret to give more hand room around the bolt handle; will try swapping it around. BTW, is there a "correct" way to mount these Talleys? Most I've seen - but not all - are mounted with the base flanges pointing in and away from each other, with the rings at their farthest possible distance from each other and the turrets, but that's not always possible in every setup. Sometimes I wonder of one-piece base+rings aren't "too" rigid; but, still, lapping the rings should negate any torquing of the tube by misalingnment of receiver holes and scope tube, right?
