If you are wanting both a scope and rings for up to $75.  I'd suggest keeping your iron sites and saving some more.  I don't want to sound critical but the optical quality you'd get for what you want to spend will not do a think for you irons sites cant.

Simmons, Tasco and Bushnell offer some inexpensive scopes.  Be aware that the scopes in this lower price range can be suspect. Some will last a life time on a .22, others a few hours.  Here are a few scope/rings packages designed for dovetail mounts, which most rimfires have.

The weaver scopes are pretty good 22 scopes, I prefer their 2-7 rimfire scope.  If I had to stay in that price range I would pick this and put it in Warne rings, is it drilled and tapped or is it a  3/8 in dovetail  http://swfa.com/Warne-22-Rimfire-Rings-C1277.aspx :
