Are the different lens coating a good comparison between two different brands or just different lines from one brand?

What I mean is:Should a fully multicoated scope from brand  X  perform better than a multicoated scope from brand  Y  ?

Or does the glass make the most difference?Meaning brand  Y  multicoated scope could be better than brand  X  fully multicoted.

Yes, brand X multi-coated can be better than brand Y fully multi-coated.  If all things are equal, fully multi-coated beats multi-coated everytime.

Both coatings and glass are crucial.  Scope makers don't multi-coat high end glass, all high end glass will be fully multicoated.  So its kinda hard to make the comparison.  I get what you are asking but I don't think an example exist for comparison and any answer would just be speculation.  So here is my speculation.

With modern glass making techniques (computer ground and polished) making excellent lenses I think that coatings play the most significant role in scope brightness and clarity.  There are many other factors in play but I think coatings do make the most difference.
