Picatinny's guarantee you slot spacing from end to end. Weavers do not, and Weavers typically only have one slot per mount, maybe two. When mounting a scope you get the lattitude of moving the ring up or back a little to match wherever the Weaver mount puts its slot. If you are mounting a device that has fixed ring-like mounts, the Weaver mounts may not line up. The Picatinny will.

just to add to hangfires explanation a tad.  Picatinny is also a wider slot than Weaver so Weaver rings will fit a picatinny rail but picatinny rings will not fit a Weaver rail without opening up the slots with a file.  Also when mounting a Weaver ring on a picatinny rail be sure and slide the ring all the way forward in the slot because that is where it will end up after heavy recoil anyway.

Its a whole lot easier to understand if you had examples of all four pieces in your hands.
