I am looking for a scope to mount on my AR-15. It has a 20" bbl, with 1:12 twist. This leads me to believe that it can be quite accurate at longer ranges, with a 55 grain bullet. If I was NOT rich, (I'm not), what is the best scope / mount combo to put on top of my handle? I know flat top makes more sense, but we're talking cheap and efficient. Also, what is a realistis expectation of accuracy, and ultimate range?

For a Carry Handle gun I would go with a Trijicon ACOG they are made for the carry handle and have to be adapted to anything else. 55 gr bullet 1 in 12 twist 20 in barrel is not really a long range set up the long range AR's run typically a 1 in 7 or 1 in 8 twist and they single shot load 80 gr Sierra Matchkings because the longest bullet that will fit in the mag is the 77 gr SMK.
Anyway using a compact ACOG 1.5x amber triangle I am sub moa at 300 yds with 69 gr SMK.
If you really want a traditional scope on that rifle there are several ways to go about it - save time and money they all suck the answer is to change the upper reciever to a flat top and go to La Rue mounts.  As for optics the 3-9x42 Super Sniper FFP would be my first choice it was designed for the M-16 platform and yes you can find a carry handle adapter from Arms or Smith Enterprises and both work OK but not great which leaves you with a cheek weld issue and a scope that is a hell of a long way above the bore.  AR guns are ment to be fast people who try to make them sniper rifles have their work cut out for them the cartridge really isnt up to it like a 190 gr 300 Win Mag is. Your gun should be a really good 300 yd gun and acceptable to about 500 possibly 600 with some heavier bullets but for out to 300 yds you have a mean lean killing machine so long as you are hunting a 17 lb or smaller animal.  Want long range think .308 or similar.

If you should need a cheek weld,I've had good luck with the Karsten on my guns Sniper central did a great review on them about 2 yrs ago.Cost is about $60.

Wow...emphasis on the low money thing I'll do some suggestions on a much lower price range
 
I'd look at the following for a mount (dnz products, warne, leupold) and try to find a good quality less expensive scope with a mil dot reticle and magnification over 10x.  I think Burris had some sales on this recently, you might also check out the sample list, some pretty good deals can be found there at times.
 
 
 
 
If you work some good handloads up and your AR shoots, I think 1/2 inch at 100 is possible, meaning some critters out to 300-500 should be attainable if you do your job.  I'd definately suggest a bipod.
