For target shooting (.223 and .308 F-T/R), from 100 to 1000 yards, are there significant advantages and disadvantages among these reticles? (For example: "The MOA-2 provides superior precision for windage hold-off, while the plain Dot provides no windage hold-off reference marks.") ...Or is just a matter of personal preference?

If Yoy are asking if these reticles are suitable for holding off to shoot 1000 yards, then none of these will give you target accuracy. At 1000 yards you will want to be dialing in elevation and wind corrections for the most accuracy . The mil reticle is more for ranging. They can be used for hold off but it sacrifices accuracy. I prefer not to use hold off on shots out past 400 yards.
