try to shoot off 2 bags, it will let the rifle keep POI with no effort from you. When I shoot I try to take as much of ME out of the shot as I can. I do use a bi-pod and rear bag when shooting prone. 2 bags off the bench when testing loads and what not. I also just use the bi-pod while doing prone with no bag.
try that before you do anything else.

Gunners gear is the bag I use, the big round one. http://gunnersgear.com/bags.htm You need a stock that is slanted so you can move it back and forth for elevation changes. It is not one you can really squeeze. So a flat bottomed stock or one with the hook does not work very well.
Others like a bag that you can squeeze to get your elevation changes. https://www.riflesonly.com/pro-shop/tactical-gear/tab-rear-bag.html I am not a fan of squeezing as I feel when you relax right before you pull the trigger you have a tendency to relax your squeeze as well which will move your POA. yup thats what I meant. Some of the tactical stocks have flat bottoms or a cutout.

I use a couple of shotgun shot bags filled with sawdust for rear bags. I think I'm going to cut one down and use a different fill like rice. May make one with sand. Sawdust compresses too easily for a good fill.

My suggestion is to try multiple shots at different powers to see if you are having any shifts in point of aim due to the scope. It is not unheard of, for a second focal plane scope to do that. The shooting tips given here are all top notch. I have also wished many times for a shooting buddy...

I like to shoot off of a Harris bi-pod in the front and a bag in the rear, but I think the general consensus is that bags are better.

Although you may in fact have a vertical/horizontal alignment issue with your scope. I agree with some of the others that you are probably, pulling slightly. This may not be solved by a brake. Even the best shooters have wayward shots once in a while. As stated I would practice dry firing, followed by live firing, at the magnification that you are most comfortable with, at 100 to 300 yds, the higher the better. It seems a bit odd that the groups are 1/2 inch at 100 yds, and all over at 300. I realy don't think that 1/2" groups at 100yds constitutes a recoil flinch problem. Use your centre sight for all shots simply to check your groups, and keep the magnification the same. Work your way out in 50yd incraments if you can, and think about group size rather than centre dot accuracy. make sure you have a precise aiming point. Buy some targets with a very easy to see and precise center point. If you find a distance that you begin to shoot all over the place, it is simply a matter of practice, as the slightest of movement is magnified at longer distance.
To make sure my cross hairs were properly, aligned, I used large targets, and drew over a few of the vertical, and horizontal lines with a very bright marker. I took a level with me and made sure my targets were aligned as good as I could get them, and set up at 200 yds. My groups were good, but I was gradualy shooting more to the right. I don't know if this is the right way to fine tune the cross hairs, but it worked for me, and I couldn't think of any other way to do it. The scope was mounted with care to begin with but I noticed something was out very shortly after I started moving down the vertical cross hair. With a few very slight adjustments everything seems to be good now.
I am certainly not anywhere near as knowledgeable as the vast majority here. If I have given any bad info please someone correct me.
