 So what happens when you try to mount the 3/8 -type rings on an 11mm receiver?
 It seems to me it would still clamp up ok, just very slightly to one side.  Which probably wouldn't be a problem for most purposes.
 Anybody know?

I have tried them and they work fine. At least in high quality mounts like the Beeman's or Sportsmatch. I have heard very good things about BKL.
The Millet looks to have a similar, and small, clamping area to the Burris. This may not make much difference on a rimfire. But, I have had serious problems with Burris rimfire mounts on a magnum spring gun. They would not stay put.
I would not hesitate to use the Warnes that Chris mentions. They make some of the better mounts IMO.

Weavers aren't pretty but they have always worked for me. They have plenty of ring bearing surface and the clamping area is large, too. http://www.swfa.com/c-1968-weaver-detachable-top-mount-22-tip-off-rings.aspx
I have Talley mounts on several different rifles and find them to be excellent. I would certainly give their rimfire mounts a try. http://www.swfa.com/c-2261-22.aspx

I have these in the medium height and I am very pleased with them. They are only a few dollars more than the cheaper rings. But they are much better. Had I bought these to begin with I would have been money ahead as well as less frustrated.

As to what height you need we would need to know what scope you are using.
