i have a bushmaster with a 14.5 inch barrel and mini-y comp and an eotech on top. i want another ar-15 but want it scoped with a super sniper to shoot longer distances and varmint.i don't want to keep swapping the eotech for the scope everytime i use the bushmaster for a different situation. that's the whole reason for my idea of the second ar-15. should i just buy a v-match upper and scope it or as a second much more costly choice should i buy the dpms sweet sixteen i've been looking at. is there much difference in quality between the two companies or any other issues about changing uppers?

I'd say buy another upper only if your going to stay with .223 which I imagine you are.  Go ahead and spend the money you'll save and put some match parts into the lower reciever and a Harris bipod.  I'd also recommend a Badger Ord. tactical latch for your charging handle so you can reach that thing under the scope.

I have a Bushmaster Varminter special  that easily shoots sub m.o.a. with handloaded ammo. I have taken prairie dogs out to 700yds with it,  I would recommend either this, or the standard varminter upper.  Mine is fitted with a SS10x42m and I couldn't be happier with the setup.  The 24" barrel on these uppers substantially increases accuracy from what I've seen.   I can't attest to the quality of the DPMS but I have ran about 1500 rds through my varminter without a hitch.

If your staying with 5.56 just get another upper. You might want to get the trigger cleaned up on the lower you have if your going to do precision shooting. Most of the AR's I have seen have really heavy triggers from the factory.
