i didnt know that they used single shots, i always figured the sniper rifles had a magazine, thats a barret single shot isnt it??

 I really don't know anything about the big Fifties, but isn't the one in the photo the one that uses an AR lower receiver as the fire control group? Ferret, perhaps?

I believe its a Barrett Model 99.  It is the single shot bolt-action model.

Some units have the ability to make small purchases of specific items / weapons - optics accessories, etc to meet their mission needs so there is some flexability and I suspect they wanted a 50 cal  for distance but wanted a lighter one because they are not user friendly to carry through the mountains, and cost is a factor.

Looks like a contractor to me, he certainly is not wearing normal military dress.
