This is a nice scope and will serve you well and still nail your budget.

I like your power range of 4-16x.

The one flaw with this scope is the lack of "up" they come with.....

Not to worry Oh Optics Grasshopper, it's easily rectified with "scope Viagra".

Better known as a canted rail.....

Another option would be a 4-14x44 Zeiss Conquest.  There are a couple on the Sample List right now.

I would only do the Zeiss if you plan to send it back to them for a target turret upgrade ($50/turret.)

Otherwise,

http://www.swfa.com/pc-10180-292-ior-4-14x50-tactical-30mm-r ifle-scope.aspx

no question.  For the money, you won't beat it (and illuminated reticle is $90 more, if you want.)  The glass is very good, the mechanics are good, it will go well on a PSS.  I just put this one's big brother, the FFP 3-18 on a PSS in 300WM.

Also, for that kind'a shooting, get a Badger 20MOA base (the scope comes with rings.)

The Zeiss is a great scope, I have one one a hog-killer, but it isn't the ideal choice for that weapon.  Get the IOR.
