I am putting together a 7mm-08 and purchased a used HS Precision stock that was bedded. What would be the best way to remove the bedding from the recoil lug area?

I use a Dremel tool with a small carbide burr. That way you have very precise control, yet the burr will eat through the bedding like butter.
Then after you’ve removed enough bedding so that the action drops in, be sure to re-bed it again to the new action to ensure that you have a stress-free foundation for the action. Whenever you remove previous bedding compound, it’s tough to avoid having uneven surface contact as a result, so re-bedding is a must at that point. |

Thanks Ted, thought about a dremel. Was planning on skim bedding the stock after I remove some of the old bedding.

skim? the new beding should be 1/8 inch depending. another question is "what kind of "lube"" to put on the metal before pressing it in place in the stock? vin

By "lube," do you mean release agent (so the bedding doesn't stick to metal)?
If so, I use Brownells "Acra-Release" aerosol spray. I've used all sorts of release waxes, including the waxes that comes with the Score High Pro Bed and Acra-Glas gel bedding kits. I've also used Pam cooking spray. I settled on the Acra-Release spray simply because its easy to use, it stays "put" without being runny and making a mess, and a can of it will last for several bedding projects. Pam cooking spray works fine, but it's messy and very quickly builds up and starts dripping everywhere. Most any kind of wax will work, as long as it goes on thin and stays in place on the metal when applied.
