I'm needing scope recommendations for an remington 700 chambered in 8mm Remington Mag. Need something inexpensive as this will be shot very little land probably only in a SHTF situation.

Not much. I have about 250 pieces of brass along with the dies, etc. Probably around 50 -60 cents for the bullet, powder and primer. Finding brass is only going to get harder in the future.

So probably just a basic 3-9x40 hunting scope would fit your need?

Probably so, just a basic scope that will not have a problem with the recoil of a large magnum.

Under $200 you have Bushnell legend ultra, sightron s1, vortex Diamond back are all decent scopes.

For a little more you could get the Sightron S2, Bushnell 3500, and Vortex Diamondback HP.

The 14CMR is perfect as a SHTF optic.  One of my favorite scopes. Inexpensive, functional, so far dependable.  Mine has seen significant stress… Qapla' batlh je…
