I am looking at the above mentioned spotting scope because it is near the upper limits of my budget. My biggest concern is will I be able to see bullet holes from my targets at the 200 yard range? I will probably not use it for hunting.
I have a pair of Razor binos that I really like and the warranty is great.
Any input will ne greatly appreciated.

On a bright day, probably (depending on your eyes) at 33. I have the larger razor HD and usually run a 32X wide angle eye piece, and it easily spots bullet holes at 200.

With 50mm objective, I'm not sure what that view will look like. You are definitely pushing he limits of the optic, with a relatively small objective and a relatively small bullet diameter.

Thank you RC for the details. Looks like I should save up a bit and buy something with more magnification.
I have heard the Zen Ray spotting scopes are good and are at a fair price.

By far the cheapest solution would be to switch to shoot-n-see targets. 
If it is tourist season, why can't we shoot them?

The Razor HD spotting scopes are very, very good! They hold their own very well against stuff that cost $1K more. If you got one, I'd have a hard time believing you wouldn't be extremely happy with it.

The 50mm Razor scope is very good. It will work very well for bullet holes at 200 m. I also shoot at 200 m most of the time and i have no problem seeing bullet holes with my Nikon 50mm with 20x eyepiece. 
You will like the Razor, it's very nice and covered by excellent warranty.
Think about your shooting and spotting style to decide whether you want a straight scope or an angled scope. I think that target spotting is easier with a straight scope.
That being said, if you shoot on a dark day, and your holes are .22 and on black, they may not be easy to see. The Razor 50mm will be just fine 95% of the time. . 
My 200 yard targets are 4" orange or pink papers, no problem with that.

+1 on the Razor scope. I think the 33x would be find under most conditions.
