I think they are edging up. probably outside engineers? Bushnell's bottom line used to be Korea?
Chinese made.
the AR 3-9X40 .......pushin Nikon. on entry level stuff!

kinda just compared glass. low light here. both 3-9's.Prostaff. vs.  Bushnell AR 3-9 with S.F.
 
We will know more after many a box test., turrets and how that Bushnell tracks!

Why would they not catch up and why would they need outside engineers?
They have plenty of engineers and know how and industry to make and compete with the best optics anywhere. They can make a $50 product if that sells and they can make a $1,000 product very well and of competitive quality. 
I am afraid that it's the rest of the world that will soon need to catch up.

The Chinese are best at the copy, clone method of design and manufacture.  They

just offer up what other companies have them build under contract. 

The thing to know is that they make things, "just good enough".

Schott has glass factories all over the world, every continent, 12 in North America, and over 15,000

employees, making lots of products from optical glass to cooktops and lots of things.

I am not sure about what they make in China, you'll have to ask them.

I have a friend that owns a company that is in the precision equipment business, he said that in China the negotiations begin after the Contract is signed and the Specifications established. And that they can produce very high quality, as long as you have a guy in-house to keep an eye on them.
Recently he has contracted with Korean Companies and finds them initially more expensive but have a much more consistent product, and that is much less expensive in the long run due to fewer returns and happier customers.

They're good enough that the Big 3 Euro boys use their stuff.  I don't have to ask them to know that.  The Chinese will eventually own the optics world just like they do everything else.

Anything you have built in China they will take a make their own, don't care what it is. The thought of a proprietary item is as foreign to them as the surface of Jupiter. Welcome to manufacturing in China.
