Is there a See Through Rail which will work properly on a Rugert NRA edition model, which has the Hi-Viz Front & Rear sights installed?

Holy Moly, I must apologize for having posted that gibberish and understand why there were no replies.
What I meant to say was: Is there a See-through rail which will provide a manageable sight picture on a Ruger 10/22 Takedown which has Ruger's OEM Hi-Vix front and rear sights installed? |

...more along the lines of the "open top" NcStar See Through picatinny rail, probably using QD rings which would be tightened down with some discretion.
