Other than Weaver. They've discontinued theirs.

US Optics, Schmidt and Bender, SWFA's XOTIC scope, Leupold's, Swaro (?).

 

May be more, but those come to mind this morning.

The first plane reticle allows the distance of 3.6" mil-dot to stay the same at any mag. setting at any range.

If I'm mistaken I'm sure I'll be corrected. But I'm pretty sure that's it

 Zeiss also makes Diavari's with 1st plane reticle.I bought a 3x12x56 Diavari off The Sample List from Optic's Goddess couple weeks ago.  Totally Awesome Glass,great reticle.Haven't used it hunting at dusk yet.Can't wait!
