There are alot of diffrences betwwen 1inch tubes and 30mm. The 30 mm tube will allow you alot more adjustment range and the 30mm internal lenses are usally larger than a 1inch tubes. The 30 mm tube is inherintly more durable and stronger than a 1 inch tube. Most German and Austrian made scopes are 30mm tubes only because this is the standard by which they have always followed as American standard is 1 inch tube. Because the tube is 30mm has no effect on brightness it is due to the extreme precision, polishing of the lenses, and knowledge of coating the glass, among other knowledge that the Germans have of optics that give the 30mm tube a supposed edge over the 1inch tube. The size of the tube has no bearing on any optical parameter of the scope.  Glass quality, polishing, coating and optical design govern the transmission.  The size of the objective governs light collection.  Tube size only effects mechanical qualitites: adjustment range, etc.  Also, theoretically a 30mm tube is a little stronger, but with modern materials it is pretty much a moot point.

Sako and Koshkin pretty much summed it up on the misunderstanding of the two. You will need a 30mm tube once you start shooting over 500-600 yards. A 1" tube will simply run out of adjustments. If you don't plan on shooting that far you would just be over scoping your gun going with a 30mm.

Thanks everyone for the info I think I understand it more now,any way the new lepold arrived today, now just to git time to try it out.

The fine cross hairs look great at least they dont cover up the 1 inch target at 100 yds

I may never shoot over 2-300 yards but if i git the chance will have ths scope to do it.

Better to have and not need to need and not have.
