I have a Marlin XL7 in 30.06 that I am looking for advice on.  Right now it has some unknown scope that came on it when I bought it, the only thing written on the scope is 3-9x40 and honestly the scope is horrible, but has worked and I haven't had the money to buy anything better. I now have some money and was looking for some advice, with the scopes on sale from Sightron. This is a hunting rifle for whitetail in MO and elk/deer in ID and CO. I like target shooting a lot, but don't have much time or money to shoot as much as I'd like to as I'm only 18 and starting college in January.

Option 1: Sightron SI 3-9x40 with #4 reticle plus Boyd's stock and accu bedding the new stock. Total cost: $264

Option 2: Sightron SII Big Sky 4-16x42. Total cost after rebate: $290.

Which option would you choose and why?

The glass in the BS will be much better than the SI.  I"d go with it and then maybe down the road look for a different stock.
