He has found a Nikko Stirling Targetmaster 30mm but I told him that I have no idea about them.
What is the scoop on Nikko Stirling Targetmaster?

I don't think your partner is going to be happy until he gets one of these high magnification, Chi Com pieces of crap and learns that timeless old lesson about "getting what you pay for", that we have all had to learn over the years. 
We can't save them all, I recon.

As a rule, anything over 14xish and less than say $500ish is going to cause issues because of subpar glass.  (as a general rule, there are exceptions, and some not as bad as others)

 
Tell your friend to buy the nikon or sightron I posted above, he won't be sorry.  He will need a 20MOA base though if he plans on shooting distance often, most people say they are going to shoot at 1000 and have never seen past a few hundred if that.

Magnification is a double edged sword ... and in low cost/low end scopes at those high mag powers ... it isn't pretty.  Cloudy and grey ... not fun.  Less magnification on better glass is worth it.
