SS 5-20 arrived today. I will post some picks once I get it mounted up. Just waiting on some rings now.

Is it normal for the windage knob to be more muted than the elevation?

What do you mean "muted" ?   If you are talking the feel of the knobs - adjust them most of the way up and down several times and see if they dont feel similar at that point.  If they have been sitting in the box and not used then a tad of breaking in use may be helpful. On the other hand if you believe there is something not right please be very descriptive or call in to SWFA and ask.

The rings came in yesterday! I trusted the math and went with the Steel TPS lows. I set the SS 5-20 in there today and it's clears just fine Homerun!! This is the final combo if anyone is interested. Savage 10 precision carbine .308, Warne 20 moa base and TPS steel low rings. SWFA SS 5-20. Looks like I will be off to the range this week. I will PM pics to Cheaptrick after I torque everything down.
