Does any have a savage edge and are they any good? My friend wants to  buy one he cant afford much whats a good budget rifle around 300?

Wally World (Walmart) has started selling rifles and shotguns again.  For a new gun Savage, Howa, mossberg, their price is hard to beat.  Savage is my first choice.   Of the 3 I have bought in last 2 years all have been sub-MOA out of the box.

I would say the Savage but the Howa, Marlins, and Mossbergs are supposed to be good in that range as well.

i have one in 308, sob is accurate for any rifle. with 168 handloads i can shoot 5 shot 1/2" groups @100. got a ground hog @616 with it. i have it topped with a 10x ss, and it's one of my favorite rifles. from what i've heard, you need to check the trigger, mine is pretty good. but i had to clip the spring to lighten it up.

The savage accutrigger is very nice if you get one with it you will be impressed.
