I have a Tikka Master Sporter in .308 that needs an optic. I will be shooting from 100 to 1000 yards. I am still undecided on whether I want to learn how to Mil targets with a MIL/MIL or use a MOA/MOA system. Other options could be ranging reticles. Multizero Kahles or Swarovski’s Ballistic Turret but not sure if that will work out to 1000 yards. My budget is 1000 to 1500. I might go to 1800 if its good value.

I would run from Kahles.  They can't even figure out where/who handles their customer service.  It has changed like 4 times in the past 5 years including very recently.  Great optics from a nowadays unknown entity.

They are great optics but the ownership has been sketchy. I thought when Gamo bought them they would get them on track because optically they are as good as anything out there. However, so far Gamo has not put much effort into establishing a US presence but the larger and more diverse a company is the slower it moves at integrating acquired assets.

I aspect Gamo to put some resources into establishing a US network for customer service over the next year. If I can believe what they told me you should see a big difference by Shot Show 2012.

You can go a couple of different directions. One would be a Zeiss with rapid Z reticle either the Z1000 which is specifically made for .308 or you could use the Z800.  The other course of direction is to select a scope that has target / tactical knobes.  The new  5-20x50 Super Sniper would be ideal. Want to spend more money buy a Nightforce, a U. S. Optics,  a Heinsoldt (tactical Zeiss). By the way .308 drops sub sonic somewhere between 700 and 800 yds usually at which time it becomes a bit less stable so most consider the .308 a good 700 yd gun and a 300 WM the thousand yd choice.  Mostly it depends on what you will really do with this rifle. If you are going to lay down and shoot at 1000 yds all the time you want some higher magnification. If you are going to hunt this you may not want target knobs a balistic reticle might be better for hunting.

I plan to only use it for range shooting. There are not many places in Georgia to shoot a 1000 yards but I found a place that has 50 - 450 yard range. Also, a couple miles away a property owner hosts matches for 1000 yard shooting. Since I have never shot beyond 500 yards I want to hone my skills.

I can get a new Leopold Mark 4 6.5-20x50mm FFP, TMR with M5 turrets for 1000.00 or less but I have a feeling most people would say the SS 5-20x50mm is a better scope. Any suggestions between those two?

At the group buy price, the SS5-20 is an unbelievable deal.  And it can get done what you require.

I'd bet it won't be many 5-20 SS's.

Probably lots of NXS 5.5-22s and maybe a few SN3 3.2-17Xs.

I can't wait to try and break mine!

I'd bet it won't be any.

But think of all those old crappy scopes with capped turrets, plain ol duplex reticle, and MOA adjustments, that just became totally uncool.
