What are they designed for and can anyone explain the numbers associated with them, specifically the Vortex Razor. For the money they appear to be an excellent application, but that's alot of money right now, but I want something that is versatile, and have the ability to estimate the one shot one kill.

The razor gets you into the top five  performance with a little less dollars. Have been extensively using one for almost a yr. now, and prefer the EBR2 reticle over some of the higher priced competitors .   The numbers are for mil radians both on the horizontal and the vertical. There are many reticules  around in the top models that use numbers for mils, which allows you to see without counting mil holdover or hold off. This is really nothing new, but where the ebr really shines is how they implement the system. On lower powers 5-8 the reticle acts like a good duplex hunting scope, and going to higher powers the reticle acts like a "tactical" reticle. Going from 15 to 20x the hold off dots "pop" out of the image plane and the reticle acts as a target scope. Other outstanding features that you've probably already aware; off detents between each level of scope illumination, zero stop on elevation turret. I don't know about 1 shot 1 kill stuff, but   head shots on IPSC  targets at 500 yds usually run about 85%, from going prone to platform with mixed distances in between.
On another note- while using in extremely cold weather this winter-sub-zero- the AO would grab now and then feel like it was slipping, and also a few called shots seem to be out of the ordinary. Scope was sent back, and the entire elevation turret was replaced and calibrated, the new ocular was installed, interior dust was flushed out, erector was lubed and what ever they do. Problems occur but what matters is how it gets fixed-- outstanding.
yet another note on the new ocular. Some shooters were complaining about eye relief not being up to what they thought it should be-- personally I didn't have any complaints with the old one, but the new ocular gives noticeably more side to side movement, or eye ball off optics center tolerance.
Now waiting for a set of American Rifle rings rings to try on it.
