The dippers worked fine for both .38 special and .30-06.  The resulting reloads were very accurate.  Some powders are less picky than others about point-of-impact changes.  Also, some powders have a larger range of acceptable charge weights for a given caliber than others.

That's the same way I started out back in the 70's and still have my old Lee dipper set and even had them out doing something useful with them about 6 weeks ago, but don't remember what I was up to. Still have my original Lee Loader which I bought used back then, but no longer have the rifle. That little de- primer rod  from that kit has seen a lot of use for over 30 years on the various calibers it's fit and is great for those primers that feel like they might break a die's decapper pin.
Still going strong...

Oh, I remember- was checking some published volume/wt. data with various powders on my new electronic scale and tried with various dippers. Sort of had to re- learn how to use them consistently, but was having good results after i got it down.

As Rothstein1987 said, the scoop and scrape method seems best, although loading anywhere near max charge might not be too good of an idea.
