Ok, just got around to mounting today on a 20moa CZ rail adapter with some weaver 6 hole rings.  Vortex Viper 6.5-20x50 with target dot reticle that I had sitting around.  Minimal clearance, which to me is good, but wanted to get other takes.  In fact, had to use some Burris lens covers otherwise the butcler creek flip caps wont fit.

 
Ive got a few other scopes sitting around, one Bushnell Elite 3200 10x, one Buckmaster 4.5-14 mildot with side focus, and Euro Diamond 3-12x50 with illum #4 (hate to waste that one on this).  Was trying not to buy another scope right now, any thoughts on which of these would be the best for targets, plinking, and the prairie dog trips?

There is such a thing, and that ain't it.

If the bell comes into contact with the barrel, it is too low.  So long as there is no contact, you are good to go.

That isn't exactly true of heavy recoil rifles, but yours isn't in that category.

Looks good to me. On my former rifle ( 30-06) the scope was as close as your's. I had no problems at all. 
You'll not have any problems with close mounts on the 17 HMR, like RC wrote.
I assume that on larger calibers it can be a problem if the mounts ain't of better quality.

looks perfect to me.  If you really want the flip ups on there, you can file off the bottom of the flip up till it fits.  I would do that personally.

man i have the exact same gun. i have an old RED FIELD 3X9 ON IT.its low but not that low. if you can slide a sheet of paper under it and not touch your good. awesome gun love mine. nice scope too

My savage .17 with the scope I have is just as close. No worries. If it were a higher caliber I would be worried. Any thing above a 223 I would want more gap than that.
