I take it the idjit used red or stud locker.

If you cannot get them out with heat or you strip the hex head out, go to ace hardware end get a left hand drill bit of the proper size, comes loose in a jiffy.

I have had bases come lose a couple of times in the past so I use blue non-permanent loctite on them.  With rings I have not had a whole lot of problems, except for the crossbolts, where I oftne also use blue loctite.

Blue loctite can act as a non-permanent bedding compound for bases and it keeps moisture out. IMO, you buy a rifle with a nice action and a really nice base (like a Seekins or Badger) and then you have little reason to worry about it for 10-20 years. Once in a blue moon isn't that big of a pain in the butt.
Reaction time is a factor...
