I was wondering if anyone could give me some good suggestions on a complete AR-15 that will cost me under $1,000 dollars, i want to use it for plinking and just to have fun shooting one.

Dpms is a good ar for what you want. I loved mine.

Few things to keep in mind on AR....
 
Get one with Forward Assist and Dust Cover...some of the lower end ones dont have those, just nice things to have.  Chrome lined barrel?  Heavy or Varmint Barrel?  Quad Rail?
 
I have DPMS SASS, DPMS Pardus, Bushmaster Varminter, Bushmaster carbine, and a Stag Varminter.  All are good rifles, shoot very well.  Stag is actually the tightest built of the rifles, but also quite heavy.
 
For just plinking, assume you want to stay with 16 inch barrel?  Do you want or need a 2 stage trigger?  1,000 would get you a pretty nice AR right now, plenty to chose from.  Really cant go wrong with any of the ones mentioned here or other posts.

I would stick with a name brand such as Rock River or DPMS which are both good choices. But I prefer the trigger on the Rock River.

this is what i am going to be getting. S&W M&P15 OR-MOE $999.00, I already have mbus front and rear pop up sights, and a scope to add to it, i think it will do me just fine, any thoughts on this?

As a bonus, when you build a private sale lower or just buy a private sale rifle, you wind up with a completely legal yet un-papered rifle.

Just don't buy a lower or a complete rifle from anyone who is not a resident of your state, and you won't run afoul of federal law.

Spikes tactical or stag arms can be done for just under a grand and would be highest on my list.
