Newbie here! I got a new scope for Xmas for my Ruger mini-30 but can not locate any rings to fit it! It is a full size rubber tactical scope (NC Star #SFRAQ3940R) but it is 28MM and I cant locate anything but 1" or 30MM rings for my ruger. Any thoughts?

I am going to assume that is the tube size before the rubber coating. I would check with someone that has a set of 30 mm rings and see if they will fit around it without closing completely up.
I don't know anything else to guess.

I'ved looked and looked and I just don't know, my friend.
I think it's a true 28mm tube, but I'm not sure why, and I don't know who makes those.

First off WELCOME to OT!!
If it's this one it has an integrated mount for the AR-15/M16 carry handle.

Yes that is exactly the make/model I have and they offered to allow me to return it for a #SFR40R which doesn't have the AR-15 mount but is still a 28mm tube. I guess my best solution is to go for this swap and then place a rail on my mini-30 for a 28mm weaver mount rather than my regular ruger mounts. Not sure why they went with 28mm without any hardware in the market place this size. Probably a Ar15/M16 niche only. Thanks for the assistance!

Welcome to the OT Forum. NcStar targets specific markets with a number of their "offerings". You have be cautious and aware of your purpose when utilizing one of NcStar's products. Never assume you can just find something to make it work, because you may end up with an item you can't really use or fairly significant additional expense to make it work.

Roger that. Had it not been a gift I'd be mad at myself for falling in this one hole. Now I'm wondering where NC Stars got their 28MM weaver mounts.....?

A simple fix would be to get a set of 30mm rings and line them with gripper tape, such as the type used to put on slick marine applications. I had to do that with an old Simmons rubber armored scope years ago. It still holds a consistant zero.

If you are lucky maybe they will swap the Nc Star for another brand of scope.

A number of manufacturers offer Ruger to Weaver adapters for the Mini 30. The rings that come with that scope should fit. Only the scope mount area is 28mm. Here's one example from SWFA:
