I'd look hard at a 1-4 range.  Good practice and all you'd need for a 22.  Leatherwood makes a fairly good model that has gotten decent reviews

The "best" is more or less personal. Also what do you exactly mean by saying "tactical"?
I assume your .22 semi-auto is for training purposes so choose the scope that will be good for that application...you'd probably want a compact low/med power scope. I'd go with 4x32 Nikon Prostaff which runs around $110...what a deal on a lifetime warranty glass!

I have a Hawke Frontier 2.5-10x44 with mil dots on my Spikes ar,looks & works very well!
