I don't know if they could/would do it, but it might be possible for USO to mill a 35mm set of rings undersized to 34. If anyone might be willing, it would be them.

Using an elevated base, you can move the scope forward 1/8, 1/16, or 1/32 inch which will raise the bullet impact a bit. This may help to get you in the zone elevation wise.
 
NOTE    It won't help on a non elevated base though for those out there not using a 10, 15, or 20 moa base.
