OK so I haven't gotten a chance to do the 1000 with it but the 100, 200, 500 did just fine.
 
Shot 250gr @ 2935-50, 210gr @ 2835-50, shot some 165gr @ 3650-3725.
 
Groups were tight and consistent patterns were perfect.  Day was windy but still did just fine(not so affected as charts say)...
 
I do not have any pics of this outing.
 
I am not one for taking pictures of groups.
 
The Savage Muzzle Brake is not as effective as the Surefire .338 Muzzle Brake IMO...
 
I have no complaints about this one just yet...

Here's my opinion of the three you've named:
The Badgers are as "meaty" as you can get. You can put them on a tank, but they are over your described budget.
The Warne tacticals are very sharp looking, but tricky to mount since they bolt together from the sides rather than top to bottom.
As you torque them down the scope wants to pull clockwise causing the reticle to cant. Warne CS is top notch. I over spun the nuts and got a free set from them along with advice & no hassle. They're tricky, like I said but can be corrected with play.
The TPS rings are easier because top to bottom mount.
They are strong like the Badgers, but half the price.

I've used all three. For the money - TPS all the way on my guns, but as I mentioned the guys @ Warne are cool if CS means a lot to you.
I like to measure powder by the cup.

Just my grasshopper opinion, but the Vortex rings are made by Seekins, or so I have been told. Just installed a set of their precision matched 30's and they look super, though I haven't shot with them yet. These are $130 a pair but the standard tacticals are about $40 a pair and look to be just as good. SWFA has their own line which I am considering as well.

same boat as you, has anyone compared the Vortex and SWFA? looking at best possible $40 option.
